84. No person shall discharge or cause or permit to be discharged into or along any street, drain, river, stream, nullah, or any public place any nightsoil or excretal matter.

85. Every person having the care or custody of any child under twelve years of age shall prevent such child from com- to children. mitting any nuisance in or by the side of any street or drain

or any public place.

86.-(1) The Council shall provide a departmental service or employ contractors for the removal of excreta! matters from the following buildings (where not fitted with water closets):-

(a) All buildings in the Hill District.

(b) All Government buildings (including Government latrines) and all privately owned public latrines in the follow- ing districts:-

(i) The City of Victoria, Wong Nei Chong Village and Road (South of City Boundaries), Tai Hang Village, Sookunpoo Valley, Tung Lo Wan, Whitfield, and Shaukiwan Road from City Boundary to Joint Cable Houses.

(ii) The Villages of Shaukiwan, Shaukiwan West, Sai Wan Ho, Wong Kok Tsui, Quarry Bay, Tsat Tsz Mui, Shaukiwan Road, (East of Joint Cable Houses), Chuen Lung, Ma Shan Ha, Fo Tau Fat, Tsin Shui Ma Tau, A Kung Ngam, Aberdeen, Aplichau, Stanley and Tai Tam.

(iii) Such portion of Kowloon (including New Kowloon) as the Urban Council shall from time to time determine.

(2) Such contractors are hereby referred to as con- servancy contractors.

87. The terms and conditions of the contracts shall be settled by the Urban Council subject to the approval of the Governor.

88. The servants of the conservancy contractors shall, while at work, wear such distinguishing badge as shall from time to time be directed by the Urban Council.

89. The owner or occupier of every building shall give access to any authorised person for the purpose of removing excrement from any part of such building, and if the open space appurtenant thereto be enclosed, the gate or door shall be opened by the occupier whenever required.

90.-(1) The occupier of any premises which are situat- ed within any of the districts specified in Section 86 or if there be no occupier, the owner or immediate landlord, shall, unless such premises are a Government building or a privately owned public latrine, make due provision for the daily removal of all excretal matters from such premises for delivery thereof to the servants of the conservancy contractor and shall not dispose of any such excretal matters in any other manner.

(2) (a) The occupier of every privately owned public latrine which is situated within any of the districts specified in Section 86 shall provide not less than one bucket per seat for the storage of excretal matters in rough weather and for the removal of excretal matters by the conservancy contractor Such buckets shall be of a pattern approved by the Council.
